The archives are open to the public and can be accessed by anyone who wishes to consult them. However you have to go there personally or have a relative or friend do it. If you call, the library employees will not search for you. The most they can tell you is if there are any existing registry records (registo paroquial) about the parish where the birth, marriage or death occurred.

The site is all in Portuguese. To get a birth certificate you have to register (free) and access the "certidão de registo civil" link.
